And its nursing homes rate average for the region: Twenty-two percent have five stars in Medicare’s “overall” category, as of this writing. But of its 10 biggest cities, only five are home to top-rated nursing homes: Baltimore, Rockville, Hagerstown, Annapolis and Salisbury.
